It mentions the for and against arguments of companies issuing onerous quarterly reports, and the reasons why issuing quarterly guidance can lead to short term management focus, rather than focussing on long term management strategies and initiatives ,for longer term growth and stability. It makes a strong case for not issuing quarterly guidance.IMO
