I suspect that Monash didn't get any other offers for the IP.
There is a general rule that a university research project needs at least 5-10 years more (very expensive) work to be commercially viable. That is why big companies with very deep pockets are the preferred partners.
IMO EDE doesn't anywhere near enough money or management expertise to bring a major industrial project to life. EDE are going to be competing against some of the biggest chemical and cement companies in the world who can easily afford to sell far below cost for many years to get a foothold.
