Stage 4 next?

In the table on page 19 of this report are listed five stages of Ceto 6 development.  

My reading of the report is that Stage 3 is nearly complete.  It states that systems testing for this stage is done in a benign environment, by that I would assume wave tank testing, (FloWave at University of Edinburgh and the wave tank at the University of Plymouth).

It states that Stage 4 (device evaluation), will be done in a sheltered full scale site followed by testing in exposed full scale site.  I would assume that the test site in Falmouth Harbour would be the sheltered site and that the WaveHub site off shore would be the exposed site.
