8kb/s sounds right, but 1000ms is far too generous. My gut is that it should be under 150ms, and perhaps less than 70-80ms. I'm not an expert but a 1 second delay is like making a satellite call. Wherever the normal cell phone is, a smidge above that is where it should be IMO.. Perhaps if you have the means to test, you could compare that to skype or whatever? Also, give the high bandwidth mode a go as well and check out the difference?
