If you had bothered to read the case background you would discover that the kickbacks occurred as part of a major international fraud case. That is why the initial lifetime ban was imposed.

Paying secret commissions is a very serious criminal offence. To imply that Lipper was just doing his clients a favour by offering discount commissions is a complete distortion of the facts.
