You have your maths wrong. 15.7m shares shorted and 15.7m covered (if they are someone shorting to someone closing a position) is still only 15.7m shares traded. They don't count both sides of the trade.
i.e 35.2m shares were sold on Friday and 35.2m were bought. Therefore 20.6m of the 35.2m shares purchased on Friday were closing short positions.
