That's because Australias flooded with junior minors who use leases like real - estate.Most junior mining co's can't afford to dig a hole because they simply don't have the $ and are only in it for the Lease.Hence the idle equipment.5 yrs ago you couldn't get a drill rig.This is true true state of mining in WA.Too much red tape and lack of foresight.
