They have 15 resolutions they want passed at the EGM all critically linked, quite an agenda. A JV announcement would create a positive mood to ensure smooth passage of these resolutions.

In addition the commitment to buyout consorts half could only be done knowing you have willing partners to develop and help fund the projects.

I doubt they would tell us that the JVs should be done in September unless they were in fact very close. I'm sure they are aware of the disappointment created by not meeting previous timeframes.
