Very important difference between PGI and CRB.
The gold/silver at PGIs Las Lagunas is locked up. Highly refractory tails that require the Albion process (ie an ultra fine grind and oxidative leach) to get the metals to leach before they can be extracted via CIL. This is metallurgically challenging.
CRBs Mount Morgan project is the total opposite. All the metals are leaching freely, too freely in fact, hence the environmental legacy. All CRB are doing is putting in an efficient extraction system to get full value from already leaching metals (ie resins to extract the leached copper, carbon to extracted the leached gold).
The process at MM is common commercially accepted technology, all atmospheric and ambient temperature with no fine grinding. At LL the Albion process is at 100oc and with up front ultra fine grinding. It's a totally different and far more complex process to operate and control.
This is why there is still over 3g/t in the LL tails, it's so hard to get out unless you hit it with a massive hammer, MM will be using a feather in comparison.
They are not comparable projects really.
