the Intelligent Investor were a hold at $2.40 when they recommended that shareholders vote "NO".
they were hoping that shareholders would do the right thing.
they have no choice now but to advise a "hold", pending their research results.
in other words- it could well end up as a 'sell' or 'avoid', but hang on for dear life in the mean time, as things could even get worse.
