I was aware of this rigging and in fact it was repeated on TV in the show the Good Wife
It is not what I had envisaged as a good system
From what I remember the cards were placed into a reader which had been tampered with to read incorrectly ie give more vote to 1 than 2 for instance
What I thought was a better system would be an off the shelf computer and depending on the size of the booth there would be X number of touch screens in the booths all connected to the master computer. If all screens had a slot for a plastic card we could all have a plastic card and use that as identification and to turn on the screen for one vote
This system could not be hacked
The USA have been using printed card systems for many years and with each system there have been stories of them being hacked in some way
