Aside from a few genuines, a large number on DSP is fraudulent, carers' pension is part and parcel of the DSP rort.
Not just that, there are also many fake single mums claiming single parental payments. Multiple wives, multiple single mums pensions. Lots of kids, huge amount of family tax benefits.
The whole welfare system has become a joke. Too many fraudsters claiming, too many loopholes, lazy public servants don't care.
The only way to clean up this mass is to privatise Centrelink.
