Putting a "levy", otherwise known as a tax, on land owners near proposed train stops, like Shepparton and Wagga Wagga, to pay for a VFT surely is pure socialism.
In fact it would quickly become a communist takeover of the owners land because the owner could never pay the "levy" and would be bankrupted by the first years "levy" which extreme leftwing' PD weirdly suggested months ago would be in the landowners best interest.
