There are two possibilities:
(a) management was not aware earlier that a CR would be needed (ie when the SP was 20c+)
(b) that the management knew earlier that a CR was necessary.
Either way, it does not look good for the company.
In retrospect, I guess Bill's resignation from the board could have been
seen then as code for this CR and the pushing out of the timeframe to full production.
