No the Senegal government has no pre emptive rights but can stop the sale to a company it doesn't like. But WPL already in country so they will not have that problem.
It all comes down to how long the pre emptive rights are and CNE take up.
If I was running CNE I go and tell WPL to take along walk.
As I said before if WPL had paid say 5 bucks then FAR and CNE would have let them buy COP 35% but at 2.2. WPL are dreaming
