Honestly I think your "genuine concerns" are absolute rubbish. China has announced a 5 year plan for water treatment and you are asking why Emefcy is rushing into this now????
Um....well basic business101 has taught me that when you see a market opportunity you pounce, showcasing your technology which is clearly superior to others in order to gain maximum market share. If you still feel the need to ask "why China now" then clearly you are the one with the hidden agenda.
