Everyone here has not mentioned currency-at 66-67c . On earlier cost projections it is pobably not a goer unless they can get a sound hedging policy in place and the costs they based project on have come down- I am aware they are adressing these issues-as they would- but until they do why take the risk?
Once they lay out their costs now and the effect of 66-70c currency you can then be comfortable with project.
