Consciousness is localised to the brain that is generating it, and its immediate environment. We are not aware of events in the far reaches of the Universe, yet the Universe as a whole has evolved from its earlier states to what it is now without us as observers. Similarly, we do not perceive all photons/wavicles, yet these do what they do regardless of our existence or our perception of them. Even in superposition, something is there in the form of 'waves' that interact with other 'waves' and matter/energy in a collapsed state, particle with mass and definite positions.
