I was actually looking to clarify this with Craig Smith today myself - he has only just arrived back from overseas.
My understanding of s band is that there is considerable technical risk to get down to 5 cm - it is not proven technology. A considerable amount of money was spent by the navy in the past but the program was suspended prior to being transferred to the air force. A number of major players including Northrop and Raytheon have spent significant dollars on s band - so it is a little political as well. Not sure that Raytheon has necessarily more clout than Northrop. I believe that a significant portion of the 2007 allocation referred to will be in relation to s band technology. I also understand that the EOS technology is ready, more accurate and considerably cheaper and is making inroads. Hopefully, I can clarify this with Craig.
