Phase 3/S3 Stated Manual Code review (I like to think Intel has reviewed XPED's
ADRC Manual - hence approved the use of the name Intel Quark (Atlas
Peak) in XPED's ADRC Manual)

That would then put the next phase as Phase 4/4S - which is Ship (Release & Launch) ...... and check out the contents under Phase 4/4S ..... open source licensing review! I hope I got it right.

Hey Gravity - I believe that the document you are quoting from is not relevant to ADRC. The document is referring to Intel's protocols for the 'security' part of the Gateway software (i.e. Mcafee and other security software).

ADRC, instead, is within the 'ecosystem services' part of the software stack - as per the Intel Gateway architecture model illustrated on Page 2 of this document:
