I am sorry but I think it's you doesn't get it. Stocks which you call spec stocks are priced as they are priced because of the risk associated with them (The risk is also what draws investors to companies like this, investors seeking an above market return). If you look at the majority of stocks outside the ASX200 few of them have a high % of the company actually turnover because most are tightly held by the major shareholders.

The majority of the capital that's get raised for spec stocks usually comes from institutional investors and it is they who the management aim to keep happy.
