I might be wrong but as far as I know, the R & D part of the project would not include the foundations, nor the desalination plant. These components of the project are not developmental, having been used previously in other applications.
The Ceto 5 buoyant actuators on the other hand, would qualify as R & D and not able to be used in other projects, (unless they build some new ones).
We have already been told that the proposed microgrid will include desalination. If that component of PWEP is free to be used again, so too might the Ceto 5 foundations.
Against them wanting to reuse these foundations, is that they are located in semi protected waters.
My guess is that Ceto 5 will only get another run if a specific location suited to that technology is found. The foundations might be used for trialling new devices.
