Ummmm sooooo, why would he be so aware of the costs... Looking at his linked in profile https://www.linkedin.com/in/kapil-kulkarni-aa5aaa3 , he's been working there the same length of time since the announcement they were in talks with Chinese EPA http://www.asx.com.au/asxpdf/20151223/pdf/4340rsdb2nsy1b.pdf

If I were to hazard a guess, I would say he's been working on a cost analysis till now, that work is complete and he's handed over his cost analysis to help find funding to solve this issue within the Chinese govt machine. And now he's out peddling his wares with a pretty decent case study in tow.

If I'm correct - which I might not be (but I feel like these are not so distant links) - but if I am, this is excellent.
