That pretty much is the case right now.
After 6 months employment, casuals can ask to be converted to full time. At that point an employer can present a case why casual employment should be extended a further 6 months and if the employee agrees, it can happen.
The thing is, an employee loses the 25% casual loading if they convert to full time and so many prefer to stay casual.
If there is to be prescriptive full time conversion at 6 months, it is likely that a lot of formerly casually employed staff will be let go before the 6 months is up.
