The facts nowhere to be found in your post!!!
You seem to be indicating that they will take the profit from the ROC prospect and make it less commercial by subsidizing the Phoenix prospect.
Its not commercial in its own rite, imo and the sp needs to reflect that, as well as the dwindling cash pile has been earmarked to be spent on a regional education effort, not getting revenue flowing!!!
