My understanding is that once you put buy/sell order through westpac, commsec, e-trade or any other broker it can either get filled from Chi-x or ASX depends on where the first lot in que coming from.
So saying Chi-X doesn't reflect retail buying/selling is not true. Though retail buyers doesn't have direct access to Chi-X almost all platforms are now being integrated to execute buy/sell either from chi-x or ASX (based on the priority).
