I doubt it matters what industry TH, I see it and hear of it in most every industry.
Here in VIC we have a serious nanny state complex which has resulted in necessitating dozens of extra HR people, training personnel and legal employees etc. even in the front office of our small logistics company.
None of them produce anything and I doubt any of them have contributed positively to the health and well being of the company in general or to the company's bottom line.
