I pretty sure it means, the user has earned over 500MB of Rewards, but the system has then failed to activate the account automatically so the user can use the sponsored data. Another system glitch by the looks of it

Been a very poor 3 days by the looks of it, they've managed to kill momentum that's for sure.

@remirez I think there is still a lot of mileage to be had in that Kopitiam section of the forum, we just need good access to it. If you want to do other stuff then you tube video's might be a good way to go, if you've got an account there.
