Check out OBL litigation.
They obviously had FIRM legal grounds.
They failed badly.
Calling FAR management amateurs is an understatement.
It only says they think pre-emption should be longer, nothing more.
If pre-emption was the case they would have said it.
Its a face saving pain in the butt for all parties.
