what i'm speculating is that pinning down a time frame is tricky for the binding agreement type ann, subject to usual delays.
easier if they took the path of non binding, but working towards such, if they want to get the dart on the dart board.
So the speculation is about what they might have, if they are prepared this far out to put some air in their tyres.
interesting times, and a nice hold for mine.
