Absolutely nothing new other than WPL are trying to up the pressure. Total contradiction to the CoP statement that said FAR had PE rights. Coleman also states that FAR did not PE this would indicate that he thought they had a right. Basically he has decided to play hard ball and not give into to FAR pressure. Looks like all or nothing for WPL, that kind of stance often ends in disappointment.
