There is always a case for review of welfare, and surely now is as good a time as any. If the world is changing (and changing it is) then it makes sense to review the purpose of welfare and rework the rules accordingly. If you get paid more / receive more by pushing out kids than you do for working then there is a fundamental flaw in welfare (not that this is a new flaw - it is just being more blatantly taken for granted than in times past).
Welfare should be there to help in times of hardship, not support a chosen lifestyle.
