The Bell Potter report presented by @cosair does mention how MSB finances will be extended through 2017.
Even though finances are a big issue, there are mechanisms in place should a partnership deal not occur earlier.
Of course some will wait until the partnership deal before investing, but as expressed by @antibody some time back, they will pay a higher premium in order to reduce their risk.
