I don't know much about how PE works and I'm happy to be corrected by others that do. As I think I understand it, the notice has to disclose all the elements of the deal and include a monetary value for items outside the asset subject to PE. I think the company looking to PE has to meet all the terms of the deal. So in the case I think the sticking point is the bits that COP have not disclosed due to confidentiality agreements with WPL. FAR can't agree to PE if they don't know all the details and this is why they are saying the clock hasn't started yet. So it could still be that when all the details are known that they don't PE because of those details. Just have to wait and see. All just IMO.
