I don't know why, but maybe it's a technicality: IMD say they "intend" to offer shares to existing shareholders but until they actually do it there's an unknown. I suspect that others have often done things this way and haven't been suspended, so maybe I'm wrong. It was singularly unhelpful of the ASX to say "rule 17.3" which is just a heading and not the actual rule.
