    If COP don't divulge all the terms of sale the clock doesn't start. If they do divulge then FAR has to match it if they PE

    If the real price is 3.50 that's what FAR needs to pay to pre-empt. If the transactions are complex a cash value needs to be determined so that PE cam occur
