$23 is most definitely a strong support level for AKP.
It seems like a low ball offer for an insider who knows something is happening TODAY. So I'd say there isn't anything happening right now. But then again, this stock can be so volatile that one could expect to fulfil a $23 order and still ride a huge wave in the same day if some large piece of news comes out.
