Well isnt this what we are seeing and have seen through history its not the atheists who are doing this but rather the religious? Sure they come back to some sort of law after they have been in a state of complete lawlessness .

Not much different to magical powers where you sacrifice animals to get closer to the spirits . Most religions have a sacrifice of some sort in there beliefs and writings?

If there is some sort of magical power in this . I dont buy most religious beliefs as they simply dont make sense to keep with the same belief system when proven its not beneficial .

The only time they change is by killing the other out or the ones who follow leave then they change the belief system and rules to adapt at keeping the flock in tact . Could be a chance a good season comes through and some soothsayer has read the innards of an animal !
