They are trying to put a hold on the price rise to get seller to jump in front of them so they can accumulate (buy) more stock...
If the capper wasn't there, the share price would be more like $1.60 at the moment IMHO. It got to about $1.465 before the profit takers jumped in before the $1.50 seller...
I have used this technique myself in the past and it works (but can be risky)
If you want to buy more stock, the last thing you want is to have to pay $1.60 - $1.80 for it..
