I don't think anyone is questioning that it is the "first" it is not. But again I will clarify in the retailer world, commercial it is. If tesla put a charger in, and say use it if you own a car, not commercial, lost leader for sale of primary product, cars. If someone charges you to "park" and in said park you can charge your car, not commercial for charging, value add to parking fees. Same applies for "time" etc..
Charging per kWh that is a first.
