clotski, maybe we're looking at this from the wrong direction?

The existing ready to go EMC plants are for relatively smaller applications, ideally suited to hotels, resorts, hospitals, large office blocks and the like. It will not be until Subre3 and EBR are ready that the municipal plants will be targeted.
Thus the majority of this market for EMC at present would be private sector operators who would be very likely to move a lot faster than the red tape bound public sector. In the US I would imagine that EPA certification would still be necessary and here the Virgin Islands plant will play an important role. It is scheduled to be running by Christmas then the $64 question would be how long the EPA process would take. Once that happens it would open up the massive market of the hotel chains, the large number of resorts particularly in the Caribbean and Florida and countless other possibilities. And that is only talking about the Americas.

All the large US hotel chains have operations world wide, get WaaS economics going in a few places then away we go. Another factor, particularly in the likes of California is that the present cost of water is only going to go one way which of course will make the economics of switching to WaaS even more compelling.
It is certainly going to be a very interesting year or 3.

    regards, EB
