I think the preverbal children is not so much a scale issue and what to give. It is more - is my child in pain. There is a lot of anxiety and ambiguity especially with first time parents about whether or not a child is actually in pain or if they are upset for other reasons (e.g. not being fed, cold etc etc). Giving parents a tool which could give them an answer of yes in pain vs no not in pain would be very useful for some.
There will be many parents who would not want or need this. However the reverse is true and I think there is definitely a market.
