Never said they haven't planted. But they have done an exceptionally poor job of maintaining a positive narrative.
And if another dillutive cr is imminent then we know, whether they have planted or not, that they don't expect to convert the licensing of Duncan into near term revenue. Or if they do that it won't be substantial revenue.
