Federal and state energy ministers have agreed to review the national electricity market to provide a blueprint for energy security across the grid.

Federal energy minister Josh Frydenberg said that after a two-hour ministers-only meeting on Friday the ministers agreed that the independent review should be one outcome.

The emergency meeting has been called in response to the unprecedented blackout in South Australia last week during which severe storms crippled high voltage transmission lines, triggering a loss of wind power and an emergency shutdown of the Heywood interconnector to Victoria.

The interconnector acts as a lifeline for South Australia's wind-heavy electricity system when the wind isn't blowing.

Mr Fyrdenberg said the South Australian blackout was "a wake up call which reminded us of the urgent need for energy ministers to respond in a collective way to the issue of energy security".

Mr Frydenberg and Prime Minister Malcolm Turnbull have criticised aggressive renewable energy targets in South Australia and other states in the lead up to the meeting.

But Mr Frydenberg struck a conciliatory tone at the start of the formal COAG energy council meeting.

He said the ministers had an obligation "to work together to find common ground and deliver collective responses which ensure that we have a stable electricity system with energy security, which can create economic growth and jobs".

The response also had to ensure Australia meets its international target - agreed at the Paris climate change talks last December - to reduce carbon emissions by 26-28 per cent from 2005 levels by 2030.
