BHP has 3 billion, I don't see or every read they have too many shares.

With a Company about to jump out of the blocks, so to speak, 1 bil, is nothing.

The incease of shares to the Directing Team of EXTRACT has been factored in already.

AND
As a bonus, this is a great insurance for all the little holders of the Company, because it now makes it even harder for a take-over to happen.
