This is not about apple vs samsung as youre suggesting.

If they have a great app (which is still an if) it would pay to release the app on both platforms at once.
By releasing it only on samsung wont give you the bang that you need to get the market interested and the market is interested at the moment.
If they only released on one platform people on the other platform would lose interest quick smart. You have one shot at a first impression it has to be available to as many people as possible.
This is still one app. It isnt going to make apple go hmm we need to do something. Thats not their job. Apple prides itself in its strict app QA checks
