Simple answer - it's not.
Data centres provide tier III environments in which to house equipment - that means cooling systems and power supplies which are all configured in an N+1 arrangement (always a spare ready to run).
They have certifications that they have to meet at commissioning time (Uptime certs), after which they can claim the status required to house critical data.
There is no magic air conditioning system, or power supply system ... there are just a few different ways of doing it. Generally, the a/c is closely related to the ambient conditions under which it is expected to operate, and the efficiency of the fabric of the data halls. The power supply is held up by either static or rotary UPS arrangements (batteries or inertia systems), both of which provide stable, filtered incoming power which won't be lost because of a failure of the utility supply.
The advantage that NextDC has is that their data centres are designed specifically for Australian conditions - ambients, incoming HV supply voltages, distribution voltages and AS compliance. Modular systems are like mechano sets, and have to be adapted when they get here because they don't comply with our stringent standards, and they don't generally work properly in our high ambient environment. Makes for a bit of a dog's breakfast after install ...
