My feeling from the announcements at the start of the PE saga was that information could not be released due to a PRIOR confidentiality agreement. My hunch on this was that part of the information that wasn't released was the method by which COP were to assume operatorship in the event of commerciality. I feel that CNE may have been complicit in this knowing that they would receive some sort of windfall at he expense of the other JV partners, hence no PE attempt by them.
