So, I have no duck in this fight - but for the record for the Google Play store doesn't have a human approval process. You upload your app, and you're done; you can make it visible on the store whenever you like (barring a few special cases that are super easy to fix). It doesn't mean it 'works' at all.
It just means that the Google Play servers made sure that what you've uploaded is in fact an app, and the ID of that app matches what you've previously punched into the dashboard, and that it passes a basic malicious code check.
Apple is different - someone does take a look and actually fire up the app to make sure it does what it says on the box.
