This announcement is huge. QTC are big players in the debt markets. As of 02, QTC had $23billion in debt outstanding. They raise between $2-$8billion annually and most of that is offshore.

As usual the short term nature of the market is quite amusing. Having QTC as a reference site will send huge signals to the globe.

This stroy just keeps getting better and better and the probability of ITE landing more contracts keeps getting higher.
